The following reports have been filed in the proceedings:

 Third Report of the Information Officer October 8, 2025
The Third report has been filed by the Information Officer in these Recognition Proceedings to inform the Canadian Court and stakeholders on the following with respect to the relief sought by the Foreign Representative during the hearing before the Canadian Court scheduled for October 9, 2025 (the "Plan Confirmation Recognition Hearing"):
  1. events in the Chapter 11 Cases since the date of the Second Report, including the
    1. granting of the Stipulation Order and the Stipulation Schedule Order;
    2. granting the Contract and Lease Rejection Order;
    3. granting the Lease Assumption and Extension Order;
    4. granting of the Second Plan Filing Extension Order;
    5. granting of the unexpired Lease Assumption Order;
    6. granting of the Motion and Declaration Sealing Order;
    7. granting of the Enforcement Denial Order; and
    8. granting of the Debtors' Mediated Agreement Objection Sealing Order; and
    9. an update with respect to the RSA milestones;
  2. an overview of the proposed amendments to the DIP Facility (the "Amended DIP Facility") previously described in the Pre-Filing Report and the First Report, the granting of the First Amended DIP Order on September 23, 2025, the Foreign Representative's request for recognition of the First Amended DIP Order, and the Information Officer's views and recommendations thereon;
  3. an update on the Plan, the Second Plan Supplement, the objections filed by the U.S. Trustee to the granting of the Plan Confirmation Order, the Plan Confirmation Order dated September 29, 2025, the Foreign Representative's request for an Order (the "Plan Confirmation and Ancillary Relief Recognition Order") recognizing the Plan Confirmation Order granted by the U.S. Court and the Third Report Recognized Orders (defined below), and the Information Officer's views and recommendations thereon;
  4. the Foreign Representative's request for recognition of the following Orders (the "Third Report Recognized Orders") granted by the U.S. Court, and the Information Officer's views and recommendations thereon:
    1. the Amended Final Cash Management Order;
    2. the Claims Procedure order;
    3. the Trade Claims Order;
    4. the Insurance Claims Procedure Order;
    5. the AST Definitive Documents Order;
    6. the Disclosure Statement Order;
    7. the Contract and Lease Rejection Order;
  5. an overview of the MOR information filed by the Debtors in the Chapter 11 Cases;
  6. the receipts and disbursements of the Canadian Debtors for the 12-week period ended September 28, 2025, compared to the July Cash Flow Forecast (as presented in the Second Report);
  7. the updated and extended cash flow forecast for the Canadian Debtors for the 130 week period ending December 28, 2025 (the "September Cash Flow Forecast");
  8. the actions, conduct, and activities of the Information officer since the Petition Date; and
  9. the Information Officer's request for approval of its fees and disbursements for the period from January 6, 2025 to September 14, 2025, and the fees and disbursements of the Information officer's counsel for the period from December 8, 2024 to September 14, 2025; and
  10. a summary of the next steps anticipated in these Recognition Proceedings.
 
 Second Report of the Information Officer July 24, 2025
The purpose of the Second Report of the Information Officer (the "Second Report") is to provide information to the Canadian Court with respect to the following:
(a) events in the Chapter 11 Cases since the date of the First Report, including:
(i) granting of the Amended Final Cash Management Order;
(ii) granting of the Claims Procedure Order;
(iii) granting of the Mediation Order;
(iv) granting of the KEIP Order and KEIP Confidentiality Order;
(v) granting of the Chapter 11 Plan Filing Extension Order;
(vi) granting of the Lease Rejection Extension Order;
(vii) granting of the Trade Claims Order;
(viii) granting of the Insurance Claims Procedure Order;
(ix) granting of the Motion for Leave Order;
(x) granting of the AST Definitive Documents Order;
(xi) granting of the Disclosure Statement Order; and
(xii) an update with respect to the RSA milestones;
(b) a summary of the AST Transaction and related AST Definitive Documents;
(c) a summary of the Plan and Disclosure Statement;
(d) an overview of the monthly operating reports;
(e) the receipts and disbursements of the Canadian Debtors for various periods;
(f) the July Cash Flow Forecast;
(g) the activities of the Information Officer since the date of the First Report; and
(h) a summary of the next steps in these Recognition Proceedings.
 
 First Report of the Information Officer February 7, 2025
The purpose of the First Report of the Information Officer (the "First Report") is to provide information to the Canadian Court with respect to the following:
(a) events in the Chapter 11 Cases since the date of the Pre-Filing Report, including:
(i) no unsecured creditors' committee was appointed;
(ii) the scheduling of a meeting of creditors;
(iii) the granting of the Break-Up Compensation Order;
(iv) the granting of the Second Day Orders by the U.S. Court;
(v) the granting of the Final DIP Order; and
(vi) development of the Restructuring Support Agreement (the "RSA") and the Plan;
(b) the activities of the Information Officer since the date of the Pre-Filing Report;
(c) the Information Officer's views regarding the Foreign Representative's application for the Second Supplemental Order and the related amendments to the Supplemental Order (the "Amended Supplemental Order"), among other things, recognizing and enforcing:
(i) Break-Up Compensation Order;
(ii) Final DIP Order;
(iii) Final Cash Management Order;
(iv) Final Insurance Order;
(v) Final Tax Order;
(vi) Final Utilities Order; and
(vii) Final Wages Order;
(d) Ligado's actual receipts and disbursements for the 4-week period ended February 2, 2025; and
(e) Ligado's revised and extended cash flow forecast for the 13-week period ending May 4, 2025.
 
 Pre-Filing Report of the Proposed Information Officer January 14, 2025
The Pre-Filing Report of the Proposed Information Officer (the "Pre-Filing Report") has been prepared to provide information to the Canadian Court for its consideration in respect of the relief sought by Ligado in the Initial Recognition Order and the Supplemental Recognition Order.
In particular, the purpose of this Pre-Filing Report is to inform the Court on the following:
(a) the qualifications of FTI Canada to act as Information Officer and an overview of the involvement of FTI Canada and its affiliates with the Debtors to date;
(b) certain background information regarding the Debtors and their business, including the Canadian Debtors, a financial overview of the Debtors and their capital structure, employee matters, and other relevant information;
(c) the Proposed Information Officer's views regarding the Foreign Representative's application for an Initial Recognition Order;
(d) an overview of the proposed restructuring process;
(e) the results of the security review;
(f) the cash flow forecast for the Canadian Debtors for the 13-week period ending April 4, 2025;
(g) the Debtors' cash management system and intercompany transactions;
(h) the Proposed Information Officer's views regarding the Foreign Representative's application for the Supplemental Order, among other things:
i. recognizing certain of the First Day Orders:
(i) Foreign Representative Order;
(ii) Interim Cash Management Order;
(iii) Joint Administration Order;
(iv) Interim Insurance Order;
(v) Interim Tax Order;
(vi) Interim Utilities Order;
(vii) Interim Wages Order;
(viii) Omni Retention Order;
(ix) Personal Information Redaction Order; and
(x) Interim DIP Order;
ii. granting a charge on the Canadian Debtors' property in Canada in favour of Canadian counsel to the Foreign Representative and the Canadian Debtors, the Information Officer, and counsel to the Information Officer (the "Administration Charge"), as security for their respective professional fees and disbursements incurred in respect of these Recognition Proceedings both before and after the date of the proposed Supplemental Order;
iii. granting a charge on the Canadian Debtors' property in Canada in favour of the DIP Lenders to secure the debtor-in-possession ("DIP") financing obligations outstanding from time to time pursuant to the DIP Loan Agreement; and
(i) the activities of the Proposed Information Officer to date.
